The TCI Bar Association has elected a new Bar Council at its AGM, introducing a new leadership team to head the Bar Council poised to advance the legal profession within the country.
Leading the Council as President is Mark A. Fulford, Managing Partner at F Chambers Attorneys. Fulford brings extensive experience in public law, and community development to his new role, having served on two prior Council, signaling a commitment to enhancing legal standards across the Islands.
Elected as Vice President is Arnelle Taylor-Hall, Founding Partner at Wessex Fairchild Attorneys and part time Employment Tribunal member. Taylor-Hall’s expertise as a commercial attorney is a welcome addition to the Council.
The Council welcomes Kenisha Bacchus, whose professional background includes significant roles within the financial services sector, given her current role as Managing Director of the Financial Services Commission contributing valuable insights into regulatory compliance and legal frameworks.
Additionally, Shayone Handfield Gardiner joins as the Attorney General’s Representative. As Principal Counsel for International Matters at the AG Chambers, Gardiner oversees legal affairs on international relations and agreements, bringing a wealth of experience in international law to the Council.
Completing the Council is Devon McLean, an attorney with Stanbrook Prudhoe. McLean’s practice focuses on litigation, employment law, and financial services, bringing a comprehensive legal perspective to the Council.
The five-member Bar Council is responsible for upholding the independence and integrity of the legal profession in the TCI. It plays a crucial role in maintaining high standards of conduct, promoting continuing legal education, and supporting the development of a robust and ethical legal community.
This newly elected team brings perse and experienced perspectives to the Council.

This Council plans to work closely with its members to increase engagement and also closely with the Hon. Attorney General Ms. Rhondalee Braithwaite-Knowles on the important legislative work her office continues to produce.
We are committed to working closely with the Chief Justice, Her Ladyship Mabel Agyemang, and ensuring that the Bar keeps pace with her legacy-building reforms.
We will conduct our dealings with transparency, where allowed, and to foster a new wave of recruitment, inspiring the next generation of Islanders to join the legal profession.”
